The regular meeting of the University Senate was called to order by Chair Harrison at 3:04 p.m., Tuesday, March 24, 1998 in the Tamarack Room of Davies Center.
Discussion of data requested at last meeting and since provided comparing headcount and FTE numbers for faculty and academic staff
MOTION PENDING 34-SE-3 and 34-SE-4: changes to ARTICLE TWO: The University Senate of the CONSTITUTION OF THE UNIVERSITY FACULTY, Section B Membership, Section C Term of Office of Senators, Section D Officers of the University Senate, Section E Meetings, and Section G University Senate-Student Relations be approved by the University Faculty members of University Senate and submitted to the University Faculty for approval and similar changes to ARTICLE TWO: The University Senate of the CONSTITUTION OF THE UNIVERSITY ACADEMIC STAFF, Section B Membership, Section C Term of Office of Senators, Section D Officers of the University Senate, Section E Meetings, and Section G University Senate-Student Relations be approved by the University Academic Staff members of University Senate and submitted to the University Academic Staff for approval.
Motion was split into two parts: 34-SE-3 changes in Section B Membership and 34-SE-4 changes in Sections C, D, E, and G.

Moved by Senator Russell and seconded that the language of paragraph 4 currently under discussion be replaced

2) University Academic Staff Senators
(c) Two Additional University Academic Staff senators shall be elected at large by and from the teaching academic staff without faculty status and by and from the non-teaching University Academic Staff who are not eligible for Senate membership under the previous paragraph seven in this section. The number of University Academic Staff teaching and non-teaching senators at large shall be determined according to part 4 in this section and shall be distributed proportionally between the two represented groups. These senators shall be nominated by the University Academic Staff Nominating Committee and elected in the spring election. One Approximately one-fourth of the senators at large shall be elected each even-numbered year.

(d) Each spring the number of non-teaching University Academic Staff who are eligible to vote and the number of teaching academic staff without faculty status who are eligible to vote as of February 15th of that year shall be determined. If adjustments are suggested in the number of University Academic Staff senators at large, according to the previous step, the proper proportion between non-teaching and teaching University Academic Staff senators at large shall be maintained as indicated in Section B: 2) (c).

4)(a) Each spring the Senate Executive Committee or authorized representatives will work with the appropriate administrators to determine the numbers of University Faculty and University Academic Staff eligible to vote using the official frozen file created the previous fall as of February 15th of that year. (Eligibility to vote is defined in Article One: Section D of this constitution.)

4)The percentage of University Faculty senators and the percentage of University Academic Staff senators within the University Senate shall reflect, as close as possible, the percentage of University Faculty and the percentage of University Academic Staff, respectively, within the total number of University Faculty and University Academic Staff eligible to vote. To monitor these percentages, the following steps shall be followed:
All changes in the number and distribution of senators at large and procedures for implementing the change must be approved by the University Senate. Upon approval, such changes shall be reflected in the spring elections of senators at large.

The University Senate shall consist of University Faculty and University Academic Staff senators and will reflect the appropriate percentages of University Faculty senators and University Academic Staff senators as described in Article Two, Section B, 4) of the Constitutions. The voting members of the University Senate include: 45 University Faculty (defined in Article 1, Section C, University Faculty Constitution) 1 University Faculty member from Library Services 1 University Faculty member from Chapter 37 faculty (Article 1, Section C, definition 3) 1 Provost and Vice Chancellor 10 University Faculty senators at large: 1 University Faculty from the College of Business 1 University Faculty from the College of Professional Studies 5 University Faculty from any area 23 University Academic Staff (defined in Article 1, Section C, University Academic Staff Constitution) 9 University Academic Staff members: 1 from each Unit with 4 to 19 members 12 University Academic Staff senators at large: 2 teaching University Academic Staff without Faculty Status 6 from any area The Chancellor shall be a non-voting member of the University Senate. |

Amendment 34-SE-4-a1 and 34-SE-4-a2:
Moved by Senator Reid and seconded to change the language in Section D to extend the term of the Vice chair to a two-year term and to state that of the offices of Senate Chair and Vice chair, one shall be held by University Faculty and one shall be held by University Academic Staff (34-SE-4-al) and to change the Bylaw referring to the Faculty Representative to UW System to allow either the Senate Chair or Vice chair, whichever is a University Faculty member, to serve as the Faculty Representative (34-SE-4-a2).

Section D Officers of the University Senate:
1) The University Senate shall elect a Chair-elect in April of the even-numbered years. The Chair-elect will serve on the Executive Committee for one year and then become Chair of the University Senate for two years, taking office at the end of the academic year in the odd-numbered years. The Chair-elect is to be elected from among the current members of the University Senate. The Senate will elect a Vice chair in the second April meeting of the odd-numbered years, and the Vice chair shall take office for two years at the end of that academic year. The If the Chair-elect is a University Faculty member, then and the Vice chair are is to be elected from among the current University Academic Staff members of the University Senate. If the Chair-elect is a University Academic Staff member, then the Vice chair is to be elected from among the current University Faculty members of the University Senate. If the Senate term of either expires before the expiration of the term as a Senate officer, the officer becomes an ex-officio (voting) member of the Senate for the remainder of the term of office. In these cases the original Senate membership will be filled following normal procedures. In the event of a vacancy in the office of Chair, the current Chair-elect (or if none, the Vice chair) shall assume the office of Chair. In the event of a vacancy in the office of Vice chair, the Senate shall elect a Vice chair to serve the unexpired term. In the event of a vacancy in the office of Chair-elect, the Senate shall elect a Chair-elect to fill serve the unexpired term.

The Faculty Representative serves as an ex-officio (and voting) member of the University Senate Executive Committee and if his/her term on the University Senate expires, the Faculty Representative becomes an ex-officio (voting) member of the University Senate for the remainder of his/her term of office as Faculty Representative.

Section C Term of Office of Senators:
Senators are elected to serve terms of four years, beginning the first day of the official opening of the fall semester and terminating on the day previous to the official opening of the fall semester. Five Approximately one-fourth of the University Faculty senators at large and approximately one-fourth of the department University Faculty senators shall be elected each year according to procedures set forth in the University Faculty bylaws. Approximately one-fourth of the University Academic Staff senators at large and Aapproximately one-fourth of the office unit University Academic Staff senators shall be elected each year according to procedures set forth in the University Academic Staff Bylaws. In case a senator cannot complete a term, a replacement shall be elected to serve for the unexpired portion of the term, according to procedures set forth in the bylaws.
Section D Officers of the University Senate:
1) The University Senate shall elect a Chair-elect in April of the even-numbered years. The Chair-elect will serve on the Executive Committee for one year and then become Chair of the University Senate for two years, taking office at the end of the academic year in the odd-numbered years. The Chair-elect is to be elected from among the current members of the University Senate. The Senate will elect a Vice chair in the second April meeting of the odd-numbered years, and the Vice chair shall take office for two years at the end of that academic year. 2) The Chair of the University Senate shall serve as the representative of the University Faculty and the University Academic Staff at official occasions and functions. The Chair of the University Senate, and will serve as the Chair of on the Senate Executive Committee and will continue as a voting member for one year after the completion of the term as Senate Chair.
Section E Meetings:
3) The minutes of the Senate meetings shall be duplicated and distributed to the University Faculty and the University Academic Staff members and the President and Vice President of the Student Senate within eight school days.
Section G University Senate-Student Relations:
2) The Executive Committee Senate Chair shall receive all communications from the Student Senate, and inform the Senate and its appropriate committees of actions taken by the Student Senate that are relevant to the concerns of the faculty and academic staff, and refer s. Such actions shall be referred to the appropriate Senate committees.

Moved by Senator Pitts and seconded by committee to recommend changes to ARTICLE TWO: The University Senate of the CONSTITUTION OF THE UNIVERSITY FACULTY, section F pertaining to University Senate Committees be approved by the University Faculty members of University Senate and submitted to the University Faculty for approval, and similar changes to ARTICLE TWO: The University Senate of the CONSTITUTION OF THE UNIVERSITY ACADEMIC STAFF, section F pertaining to University Senate Committees be approved by the University Academic Staff members of University Senate and submitted to the University Academic Staff for approval.
The motion was split into parts thus allowing changes in the introduction and in each committee to be considered separately.
Motion 34-SE-5:
Section F The University Senate shall create and maintain standing and ad hoc committees to assist in its deliberations. Such committees are responsible to the University Senate and their recommendations on matters of policy become effective only after receiving approval from the University Senate. Chairs of University Senate standing committees must be senators. The following committees are the standing committees of the University Senate:

Section F 1) The Executive Committee
(a) Membership: The committee includes the Chair and Vice-chair of the Senate, the Chancellor, the Provost and Vice Chancellor, the immediate past-chair of the University Senate, and six senators elected for two-year terms, During the odd-numbered years, the Chair-elect of the University Senate, the Faculty Representative, and the Academic Staff Representative. shall be a member of the Executive Committee; during the even-numbered years the immediate past-chair of the University Senate shall be a member of the Executive Committee. The membership of the committee for any given year must have at least Of the six senators elected by the Senate, one member must be from the College of Arts and Sciences, one from the College of Business, and one from each of the schools of the College of Professional Studies, and one from the University Academic Staff. The Chair of the Senate shall serve as Chair of the Executive Committee. The Chancellor shall be a non-voting member of the Executive Committee.
(b) Functions: Included among the functions of the Executive Committee are establishing the agenda for Senate meetings, calling special meetings of the Senate, and making recommendations on matters referred to it by the Senate. This committee may suggest policies and means of implementing them to the Senate, act as a coordinating agency among Senate members, and recommend to the Senate interpretations of the Constitutions of the University Academic Staff and of the University Faculty. The Executive Committee may also serve as an advisory body to the Chancellor and may provide the Regents or System Administration with faculty and academic staff reaction to documents and proposed policies when time does not permit their normal consideration by the Senate and other senate committees. Such advice or reaction shall be reported to the University Senate and channeled through the Chancellor to the Regents or System Administration.
