The regular meeting of the University Senate was called to order at 3:06 p.m., Tuesday, September, 9, 1997, in the Tamarack Room of Davies Center using Robert's Rules of Order, Newly Revised, 1990, 9^th print edition.

1. The minutes of the May 13, 1997 meeting were approved as distributed.
2. Remarks by Chancellor Schnack:

• received numerous positive comments concerning the start of the academic year
• FTE is currently 109 over target, head count is 33 below target; expects both to move closer to target when final
• 200 students are currently housed in motels; motels reserved for next fall also
• new residence hall to be built by fall of 1999; located just west of Oak Ridge Hall
• tour of campus with Governor Thompson stressed technology and facilities development
• possibility of state budget being on governor's desk by end of September
• Shell Lubar and Katharine Lyall will be on campus Tuesday, September 23 to discuss process of Search and Screen for new Chancellor with Senate Executive Committee

3. Report of the University Senate Chair and Faculty Representative - Susan Harrison:

• gave an update on the budget process; pay raises probably in Nov. 1^st paycheck, possibly Dec. 1^st
• parking lot analysis and vacancy counts begin Wednesday
• indications are changes were positive and meet four stated goals of original parking plan
• enumerated slated activities of the Senate for the year, including Search and Screen
• in response to Senator Reid, indicated Web site should be up on October 1^st, with reports and minutes available as soon as possible
• in response to Senator Warloski's remembrance of election of faculty to the Search and Screen committee, indicated faculty members are selected from a list provided to Katharine Lyall by Executive Committee.

A Governance Workshop was held during the meeting with topics interspersed with elections to the various Senate Standing Committees.

Chancellor Schnack began the Governance Workshop by discussing the value and place of shared governance at UWEC:

• Chapter 36 of state statutes details responsibilities of various parties at the University
• intent of shared governance is to work together for a common goal.

Mort Sipress, former Senate Chair, described the role and responsibilities of University Senators:

• University Senate as a legislative body
• role of Senator as trustee and delegate
• responsibility to report back to respective constituencies
• collegial organization, vs. a hierarchy, with professionals using professional judgment to
• determine how University should be run
• participate in discussions here and be assertive where this body has primary responsibility.

4. Introduction of New and Current Senators, Introduction of Senate Vice Chair and Secretary

Chair Harrison continued with Governance Workshop discussing:

• procedures and structure of University Senate
• make-up and functions of University Senate Standing Committees
• parliamentary procedures, University Constitution and By-laws to be followed.

5. Report of the University Senate Nominating Committee - Judy Blackstone:

The Governance Workshop continued with Barbara Lozar, former Senate Chair and former chair of the Academic Policies Committee (APC) discussing:

• role of governance in setting curriculum policies
• functions of the APC
• college catalogue represents many years of governance by faculty exercising primary
• responsibility for academic and educational activities
• path of proposals to and through APC
• sources of proposals (Senators, students, Deans, faculty, various groups on campus)
• APC review of academic programs and policies.

6. Report of the University Senate Nominating Committee - Judy Blackstone:

• in some of these elections, same number of nominees as vacancies
• problem arises because slots are reserved for particular departments or areas
• there are not enough people in some areas to cover all vacancies with two nominees
• encouraged nominations from the floor
• put into nomination for the APC the following names:

Senator Cleo Powers, former chair of the Faculty Personnel Committee, continued the Governance Workshop with a presentation on:

• faculty personnel and policymaking prerogatives
• referred to Wisconsin Administrative Code, rules of the Board of Regents which establish
• policies on faculty appointments, procedures for dismissal, lay off or termination
• for reasons of financial emergency, complaints and grievances, and codes of ethics
• Faculty Personnel Committee takes policies and sets up campus guidelines for implementation
• issues arise from individual faculty members, campus groups, or policies sent from System.

The Governance Workshop continued with Senator Andrea Gapko, former chair of the Academic Staff Personnel Committee (ASPC), discussing:

• academic staff policymaking prerogatives
• four groups of academic staff on campus
• academic staff participation in governance under Chapter 36 since 1985
• ASPC has primary responsibility for formulation and review of policies and procedures concerning academic staff.

7. Report of the University Senate Nominating Committee - Judy Blackstone:

The Governance Workshop continued with remarks by Charles Bauer, Vice Chancellor for Business and Finance:

• budgeting money at UWEC, where it comes from, where it goes
• $107 million budget, $40 million from general revenues, $21 million from academic fees constitute the general operating budget
• operational receipts of nearly $20 million and $27 million in gifts and grants make up remainder of budget
• handout delineated expenditures from this budget
• budget process
• all budgets, except grants and contracts, come before University Senate Budget Committee and Student Finance Commission.

8. Report of the University Senate Nominating Committee - Judy Blackstone:

After introduction by Chair Harrison of the Vice President of the Student Senate, January Boten, and the President of the Student Senate, Kevin Gatzlaff, the Governance Workshop continued with Kevin Gatzlaff discussing:

• role of Student Senate and working with students in shared governance
• students have responsibility for formulation and review of policies concerning student life, services and interests
• students have responsibility for disposition of student fees
• two provisions very important to shared governance
• "any University committee can study and initiate recommendations on any matter related to the operation of the University"
• goal of the University "should be to promote effective communication so as to provide for reasonable opportunity for appropriate input from all segments of the University Community on all issues"
• well satisfied with this institution's commitment to student involvement in shared governance

9. Report of the University Senate Nominating Committee - Judy Blackstone

Nomination of the following Senators for the Student Life Committee:

Sue Felber from Admissions

Tim Leutwiler from Communication and Journalism

Katherine Lang from History

Donna Raleigh from Media Development

David Backstrom from Public Safety.

Nominations were called for and then closed without objection by Chair Harrison. Ballots were cast for the Student Life Committee.

Results of the election for Budget Committee were announced by Chair Harrison:

Steve Tallant of Social Work

Robert Knight of Music and Theater

Fred Kolb of Economics.

Senator Blackstone put into nomination the following names for the Physical Plant Planning Committee:

Linda Cecchini from the Library

Bobby Pitts from Art.

Nominations were opened and subsequently closed without objection by Chair Harrison. Ballots were cast for the Physical Plant Planning Committee.

Chair Harrison indicated an ad hoc committee is working on proposals to restructure the Senate to, among other things, eliminate the problem of replacing committee members from the stipulated representation group. This is an issue the Executive Committee will be taking up in their meeting next week.

10. New Business

Senator Lunde indicated his first name was changed over the course of the summer on Senate documents from Ivar to Ivan. This shall be corrected to Ivar (pronounced E-var).

11. Announcements - Chair Harrison:

• schedule of upcoming meetings in packets distributed
• next meeting of University Senate will be on October 14^th
• September 23^rd meeting pre-empted by Executive Committee meeting with Regent Lubar and President Lyall to discuss Search and Screen for new Chancellor
• requested volunteer for position of Parliamentarian; if interested, contact the chair.
