The regular meeting of the University Senate was called to order at 3:06 p.m., Tuesday, September, 9, 1997, in the Tamarack Room of Davies Center using Robert's Rules of Order, Newly Revised, 1990, 9th print edition.

  1. The minutes of the May 13, 1997 meeting were approved as distributed.
  2. Remarks by Chancellor Schnack:
  1. Report of the University Senate Chair and Faculty Representative - Susan Harrison:

A Governance Workshop was held during the meeting with topics interspersed with elections to the various Senate Standing Committees.

Chancellor Schnack began the Governance Workshop by discussing the value and place of shared governance at UWEC:

Mort Sipress, former Senate Chair, described the role and responsibilities of University Senators:

  1. Introduction of New and Current Senators, Introduction of Senate Vice Chair and Secretary

Chair Harrison continued with Governance Workshop discussing:

  1. Report of the University Senate Nominating Committee - Judy Blackstone:

Nomination of the following Senators for the Executive Committee:

Barbara MacBriar from Nursing

Tom Bergmann from Business

Larry Honl from Business

Greg Conderman from Education

Maureen Mack from Education .

Chair Harrison asked for additional nominations. Being none, nominations were closed without objection. Ballots were cast for the Executive Committee.

The Governance Workshop continued with Barbara Lozar, former Senate Chair and former chair of the Academic Policies Committee (APC) discussing:

Sheila Smith from Nursing

Sylvia Sipress from Arts and Sciences

Karen Havholm from Arts and Sciences

Senator Davidson nominated Thomas Bergmann, who then declined after Chair Harrison read the following results of the election to the Executive Committee:

Barbara MacBriar from Nursing

Tom Bergmann from Business

Greg Conderman from Education.

Motion was made to close nominations, seconded and passed unanimously. Ballots were cast for the Academic Policies Committee by only University Faculty Senators.

Senator Cleo Powers, former chair of the Faculty Personnel Committee, continued the Governance Workshop with a presentation on:

The Governance Workshop continued with Senator Andrea Gapko, former chair of the Academic Staff Personnel Committee (ASPC), discussing:

Results of the election for the Academic Policies Committee were announced by Chair Harrison:

Barbara Lozar from Psychology, Arts and Sciences.

  1. Report of the University Senate Nominating Committee - Judy Blackstone:

Nomination of following for the Academic Staff Personnel Committee:

Sandra Seefeldt from Health Services

Paula Stuettgen from Activities, Programs and Recreation.

Nominations were requested from the floor. Senator Blackstone was nominated. Nominations were then closed without objection. Ballots were cast for the Academic Staff Personnel Committee by only University Academic Staff Senators.

The Governance Workshop continued with remarks by Charles Bauer, Vice Chancellor for Business and Finance:

Connie Russell from Academic Staff.

Nominations were requested and then closed without objection. Ballots were cast for the Budget Committee.

After introduction by Chair Harrison of the Vice President of the Student Senate, January Boten, and the President of the Student Senate, Kevin Gatzlaff, the Governance Workshop continued with Kevin Gatzlaff discussing:

  1. Report of the University Senate Nominating Committee - Judy Blackstone
  2. Nomination of the following Senators for the Student Life Committee:

    Sue Felber from Admissions

    Tim Leutwiler from Communication and Journalism

    Katherine Lang from History

    Donna Raleigh from Media Development

    David Backstrom from Public Safety.

    Nominations were called for and then closed without objection by Chair Harrison. Ballots were cast for the Student Life Committee.

    Results of the election for Budget Committee were announced by Chair Harrison:

    Steve Tallant of Social Work

    Robert Knight of Music and Theater

    Fred Kolb of Economics.

    Senator Blackstone put into nomination the following names for the Physical Plant Planning Committee:

    Linda Cecchini from the Library

    Bobby Pitts from Art.

    Nominations were opened and subsequently closed without objection by Chair Harrison. Ballots were cast for the Physical Plant Planning Committee.

    Chair Harrison indicated an ad hoc committee is working on proposals to restructure the Senate to, among other things, eliminate the problem of replacing committee members from the stipulated representation group. This is an issue the Executive Committee will be taking up in their meeting next week.

  4. Senator Lunde indicated his first name was changed over the course of the summer on Senate documents from Ivar to Ivan. This shall be corrected to Ivar (pronounced E-var).

Chair Harrison adjourned the meeting at 4:44 p.m.
