The regular meeting of University Senate was called to order by Interim-Chair Harrison at 3:05 p.m. on Tuesday, September 23, 2008 in the Tamarack Room of Davies Center.

 

  1. Minutes of September 9, 2008 University Senate meeting approved as distributed

                                                                   

  1. Chancellor’s Remarks – Chancellor Levin-Stankevich
  • Thank you for the participation in the Charrettes/PEEQ process on campus
    • Have had over 275 participants
    • If you add in the Chair’s and Director’s meeting we had about one-third of the faculty and staff at the University participate
    • Received hundreds of comments
    • Reinforces the level of maturity and the dialogue of this University
    • Constructive and focused responses/question
    • Shows the concern that this University has
    • It is appreciated that there seems to always be a suggestion as to how to do it better
  • Meeting in Madison with the Chancellors last Friday with President Reilly
    • Putting together the effort to get the University of Wisconsin System budget passed
    • Looking at the Decision Item Narratives (DIN)
    • We only have one in this year and that is the Applied Behavioral Analysis , Masters degree in Psychology
      • Which was originally supposed to be a joint program between us and  Milwaukee
      • We were going to assist them at the graduate level and they were going to bring their master’s up to speed
      • Still committed internally
      • Milwaukee had a 10 million dollar request in a DIN this year
  • Started the process for the Davies Student Union project
    • Won’t say that it is a Davies renovation or a new building yet as we do not know yet
    • Started the process with the focus groups with the architects
    • Will come back with the collective wisdom that we have given them and they will tell us why things would or would not work with regard to a new building versus renovation and etc.
    • Until we get this and the new academic building they will continue to be on a watch list because until the money is in the bank all kinds of things can happen
    • There is always a trade-off  between the new items that systems puts out and the cost to continue
    • Good conversation with 2 legislators and they have a good perception of UW
    • Doesn’t do any good to expand without quality
  • Growth Agenda
    • Brochures will be coming out
    • Idea is to produce more baccalaureate holders in the state
    • States that have recovered the quickest from economic development issues have been the states that have the highest baccalaureate degree holders
    • Upper Midwest states have a higher baccalaureate attainment and  higher per capita income
    • Growth agenda is focused on moving and learning from the University out into the community and this translates to the businesses and provides professional, educated people
    • Makes our communities healthy
    • Richard Longworth , author of Caught in the Middle, talks about how globalization has flown over the Midwest and except for one or two cities we don’t really have global cities in the Midwest
      • One way out is higher education and growing a labor force
      • Figure out ways to thrive in this community
      • Another way is integration
      • What is our role within the University of Wisconsin
      • How can we contribute to those objectives

  • Only business was to conduct elections
  • Since Nominating Committee was just elected additional time was given in order to allow it to fill the slates
  • Elections will be held at our next University Senate meeting

  1. University Senate Chair’s/Faculty Representative’s Report – Interim-Chair Harrison
  • Chair’s Report
    • Susan Harrison welcomed all senators
  • Faculty Representative’s Report
    • Because of the run-off election neither candidate was able to attend the Faculty Representative’s meeting this past Friday
    • Newly elected Faculty Representative is Sean McAleer
    • Topics discussed at the Faculty Representatives meeting
      • Recruitment and retention challenges and the aging of the academic workforce
      • System’s Academic Affairs reorganization and growth agenda action steps
      • the development of a task force on faculty and staff salary issues
      • specific campus issues
        • Budget models that are used on campuses brought up by Milwaukee
        • Campus-wide broadcast email policies brought up by Whitewater
        • Campus policies on talking with the media
        • Campus practices regarding merit pay brought up by Green Bay
        • Curriculum approval processes on campuses brought up by Stevens Point
        • Administrative hiring practices and travel reimbursement practices brought up by Stout

 

  1. Academic Staff Representative’s Report – Senator Brockpahler
  • Academic Staff Representatives met on September 18, 2008
  • Board of Regents will meet on November 6, 2008 and discuss academic staff retention and recruiting issues
  • Academic Staff Personnel Committee will meet this Thursday at 3 p.m. in the Clearwater Room and all are invited to come or feel free to contact Senator Brockpahler if you have any agenda items
  • It is a possibility that  the Faculty and Academic Staff Rep meetings may be held at the same time in an attempt to be more cost effective

 

  1. Reportable items from Committees
  • Executive Committee
    • Request came to the Executive Committee to include short biographies of the candidates for the Provost Search and Screen Committee
      • A motion was passed to request this information
      • Further discussion about making this a routine will be held at another meeting
      • Received a thank-you letter stating that it was more informative and improves the culture on campus
    • Executive Committee asked to consider a change in the number of representatives that large departments have on the University Senate, the College of Nursing in particular
      • They do not have enough representatives to serve on all the necessary committees
  • Faculty Personnel Committee
    • Met yesterday
    • One of the strategic plan gold arrows is to streamline the handbook so if you have suggestions let the committee know as it is welcoming input
  • Nominating Committee
    • Still in process of filling all the spots
    • Not sure that what we have in place is a good process
    • Will send out an email about vacancies and would like people will think hard about the opportunities
    • Academic Policies Committee will have at least one vacancy and is the heart and soul of this University
    • Budget committee will need a full slate as the committee election was postponed last year
    • Academic Staff Representative position is vacant

    • University Senate will sponsor an Open Forum on September 30, 2008
    • The forum will run during the regular University Senate scheduled time
    • The forum will discuss the PEEQ and Budget Process
    • The next University Senate meeting is scheduled for October 14, 2008
    • University Senate Chair plans on dismissing all Senate meetings by 4:45
    • First Artist Series Chinese dancer is sold out
