April 5, 2007

The spring meeting of the University Faculty and University Academic Staff was called to order by Chancellor Brian Levin-Stankevich at 12:01 p.m. on Thursday, April 5, 2007 in Davies Theatre.

1. Report of the University Faculty Nominating Committee – Catherine Berry, Committee Member
On behalf of University Faculty Nominating Committee, following names placed in nomination for University Faculty vacancies

· Changes from time of publication of pink sheet

· Winifred Morse has withdrawn nomination for Faculty Termination Review Committee

· Susan Harrison has been nominated for Faculty Termination Review Committee

· Charlene Burns has been nominated for Faculty Complaint and Grievance Committee

UNIVERSITY FACULTY NOMINATING COMMITTEE

· No additional nominations from floor

Without objection, nominations closed. The election will be electronic.

3. Introduction of Proposed Amendment to the Constitution of the Faculty and Academic Staff – Susan Harrison, University Senate Chair

· Changes to language of Budget Committee functions proposed at University Senate about a year ago because Budget Committee did not feel functions were in line with practice

· Motion referred to Executive Committee for comment

· Slightly revised motion passed senate by vote of 26 for, 13 against

6. Budget Committee

b. Functions: The Budget Committee ~~is responsible for continuously investigating all matters related to the University budget~~ serves as a liaison to Faculty and Academic Staff to disseminate budget related information, investigates any matters of concern related to the University budget, and serves as an advisory group to the Vice Chancellor for Business and Student Services. As such, ~~it shall regularly review current budget allocations and existing budget related policies and their implementation~~ members will receive periodic updates from the Vice Chancellor for Business and Student Services regarding the status of the budget and will make recommendations for setting planning reserve levels. It shall also investigate and initiate budget proposals, recommend priorities for existing and new programs, and serve as an advisory body to the Vice Chancellor for Business and Student Services on all budget-related matters including the University biennial budget and annual budget reviews and allocations. Other responsibilities may include, but are not limited to, the following: review allocations and polices; examine future budget challenges facing the University and suggest possible solutions; review recommendations or policies associated with budget cuts or program discontinuations; consult about the allocation of newly available discretionary funds; and consult about other budget-related matters as appropriate.

MOTION by Catherine Berry to include the proposed constitutional amendment as a referendum on the spring elections ballots seconded and PASSED without dissention.

4. Academic Staff Representative’s Report – Judy Blackstone

· Academic Staff Leadership Conference to be held at UW-Superior on June 28-29, 2007

· Registration materials available after April 15, 2007

· Provost will fund six academic staff members’ attendance

· Vice Chancellor Soll agreed to fund additional academic staff members if need arises

5. Miscellaneous Business

· None
