Media Memo: New state budget impact on UW-Eau Claire

SUBJECT: New state budget impact on UW-Eau Claire

The 2009-11 state budget signed last week by Gov. Jim Doyle includes some painful cuts but also some positive provisions for the University of Wisconsin-Eau Claire, Chancellor Brian Levin-Stankevich stated in a July 3 e-mail message to UW-Eau Claire employees.

Included in the budget is $44.5 million for construction of a new academic building to replace UW-Eau Claire's Brewer Hall/Campus School. While the new building is enumerated in the 2009-11 budget, funds for construction will not be made available until 2011-13. Planning and design of the new building will be completed during the next two years.

Overall, UW-Eau Claire's share of operating budget reductions is $14.4 million for the biennium — including general purpose revenue (GPR), fees and program revenue (PR). The GPR-only reductions in the budget represent an 11 percent state funding decrease.

Some other budget provisions important to UW-Eau Claire include:

  • A $100 million base cut to the UW System over the biennium, UW-Eau Claire's share of which is $2.5 million per year.
  • A 1 percent across-the-board reduction to UW System non-federal appropriations, UW-Eau Claire's share of which is $450,000 for GPR funds and $365,000 for PR funds per year.

  • The rescinding of June 2 percent pay plan increases for all UW System unclassified and non-represented classified staff, UW-Eau Claire's share of which is $1 million in GPR funds and $181,000 in PR per year.
  • Employee furloughs of 16 days (12 days for employees on nine-month contracts) during the biennium. UW-Eau Claire's share of this reduction is $1.4 million in GPR and $262,000 in PR per year.
  • A transfer of $23.25 million in UW System program revenue, including $2.1 million from UW-Eau Claire, to Wisconsin Higher Education Grant-UW.
  • The approval of collective bargaining rights for faculty and academic staff.
  • The approval of domestic partnership retirement and group insurance benefits.
