EAU CLAIRE — The University of Wisconsin-Eau Claire has hired Eau Claire attorney Teresa O'Halloran as its Assistant to the Chancellor for Affirmative Action. She will join the university Nov. 1.

An attorney with the Ruder Ware law firm in Eau Claire, O'Halloran has concentrated her practice in employment law. She has advised employers on equal employment opportunity issues, and conducted litigation in state and federal courts and administrative forums.

"Teresa O'Halloran brings with her 10 years of experience as an attorney and an impressive knowledge of issues that relate to employment opportunities," said Chancellor Brian Levin-Stankevich. "With her knowledge and experience, she can help UW-Eau Claire meet its goals relating to employment equity and campus diversity, and provide sound counsel on university policies and other complex issues that may require a legal interpretation."

The Assistant to the Chancellor for Affirmative Action is the Affirmative Action Officer for the university. The position carries two primary responsibilities:

1. Coordinate university efforts to achieve its goals in the areas of equal opportunity in employment, affirmative action and campus diversity. This involves ensuring recruitment activities are carried out fairly and in compliance with laws, policies and procedures; coordinating compliance and reporting with federal, state and UW System policies and regulations relating to nondiscrimination and affirmative action; and investigating and facilitating resolution of formal complaints of harassment and discrimination from students, staff and faculty. The Affirmative Action Officer also is a resource for students, staff and faculty on issues related to affirmative action, discrimination, harassment and campus climate for diversity.

2. Coordinate consultation with the UW System Office of General Counsel regarding university policies, public records and other areas as directed by the chancellor. This will involve policy development and approval, answering questions and resolving issues; serving as university liaison with UW System Office of General Counsel; making recommendations to the chancellor regarding investigations, grievances and appeals involving university issues; and serving as the public records officer and coordinating open records requests.

Before joining Ruder Ware in 1999, O'Halloran was an attorney for the Foley & Mansfield law firm in Minneapolis and the Minnesota Court of Appeals. She also served as a legislative assistant to a member of the Wisconsin State Legislature.

O'Halloran is a member of the American Bar Association, the State Bar of Wisconsin and the Eau Claire County Bar Association. She serves as treasurer of Downtown Eau Claire Inc., is chair of the Eau Claire Area Chamber of Commerce Downtown Revitalization Committee, served on the Eau Claire Area School District Technology Strategic Planning Committee, and is a graduate of the Eau Claire Area Chamber of Commerce Leadership Eau Claire Program.

O'Halloran is a graduate of the New York University School of Law. She earned her undergraduate degree at UW-Madison.
