Parking office turns attention to fall semester

The addition of a parking lot across from Oak Ridge residence hall and an increase in the number of guaranteed faculty spots mark the changes in on-campus parking this year.
The new parking lot contains 300 spaces and will serve residence hall students, said Gary Bartlett, parking and transportation services coordinator. The lot will replace the old Oak Ridge parking lot, which will be removed when construction begins on a new residence hall this fall.
A demand for guaranteed faculty parking will add more GF spaces in the Phillips lot, as the entire first row will become GF parking. Commuter student parking will not be reduced.
The price of a GF spot is $260 for the year. Faculty/staff and commuting students can expect to pay $65 for parking in the Haas Fine Arts Center, Water Street, Phillips and McPhee lots. Faculty/staff also can park in the Hibbard, Murray and Nursing lots with the $65 permit. An economy commuter student permit costs $25 and may be used only in Bollinger Fields lot. Bus service to campus will be available from the Bollinger lot. Residence hall students will pay $95 for a parking sticker that is valid for one year.
Parking permits for the 1998-99 academic year will be available beginning the week of Aug. 17. To better serve those who want to buy a permit, the parking office will be open extended hours from 7:30 a.m.-6 p.m. Aug. 31-Sept. 3. Normal office hours, 7:30 a.m.-4 p.m., will resume Tuesday, Sept. 8.
Seven Costly Sins
People most commonly are ticketed for the following campus parking violations:
- Parking without the required permit
- Parking backward in stall or pulling through one stall into another
- Plugging the wrong meter
- Parking in a 15-minute zone without lights or flashers on
- Meter overtime (most meters are two hours at $0.25 an hour)
- Improper display of permit (hanging permit goes on rearview mirror; stickers must be on rear driver's side window)
- Parking in excess of 15 minutes in a flasher zone
Fees for violations of UW-Eau Claire parking rules also will be assessed this fall. Failure to properly plug meters will cost $10. Improper parking, such as parking in the wrong designated section or backing into a stall, will cost $20. The fee for parking on campus without a valid permit also is $20. Parking in a handicap zone without proper certification will cost $50, as will parking permit fraud.
Bartlett said one of the UW-Eau Claire parking policies most often violated is heading into the stall.
"On this campus, with so many parking lots with long rows, we consider it a safety issue," he said. "It is safer to back out of a stall because drivers coming down a row have a better chance of seeing the car's backup lights or exhaust."
Summer parking privileges, which included the mixed parking of students and faculty in McPhee and Phillips lots, end Sept. 2.
Ticketing will begin the first day of fall semester classes, which is Sept. 2. Fines can be paid in the parking office, Schneider Hall room 106.
A visitors' lot also has been added behind Zorn Arena and will accommodate conference groups, admissions and placement guests, Bartlett said.
