U.S.-Canada Border in Manitoba

The Convention of 1818 and the Treaty of 1908 established the border.


These U.S. government signs appear on a grassy trail (shown by the red arrow) which goes into Manitoba, Canada. But local people just drive around the sign! Canadian government have not put up such signs on their side of the border. Which country is "afraid" of which country!? And why?
