The City of Dallas Map above has three distinct areas that indicate a relative degree of racial boundaries.  The University Park and Highland Park areas, the Cockrell Hill area, and the section of Dallas East of there.   The areas are better outlined by looking at maps of racial distribution.

Note:  Subsequent lack of poverty in University Park area.

What is most interesting in the distribution maps is how the racial lines seem to correlate with those areas identified as being saturated with poverty.

Gross Rent as a Percentage of Household Income In 1999:

  Number Percent
Less than 15.0 percent 48,226 18.8
15.0 to 19.9 percent 41,281 16.1
20.0 to 24.9 percent 37,068 14.5
25.0 to 29.9 percent 28,910 11.3
30.0 to 34.9 percent 20,163 7.9
35.0 percent or more 68,685 26.8
not computed 11,751 4.6

It is Critical to note here that those that Pay 35.0 percent or more of their Household Income in Rent may include those peoples living below the poverty line, giving them even less to subsist on.  With that in mind we can analyze the following table from the 2002 American Community Survey.

Public Assistance given in the last 12 months for Households

no public Assistance 1,927,314 1,909,478 1,945,151

             According to these estimates and in comparison to the households in poverty

           listed above, almost half of the people living in poverty DO NOT have access to

public assistance in Dallas, TX.

Analysis

Like many other large cities in the US, Dallas has a large population that is multi-racial and predominantly poor.  Census information points to these dominant trends in American Society.  The presence of these characteristics requires that we take a closer look at individual city government systems to assess if the multi-racial aspects of the city are being addressed or ignored.  We can do this by analyzing the City Council.  A multi-racial board usually indicates multicultural representation.  See the Government section of this webpage analysis for more information on representation.
