While African Americans have made substantial advances in having a more representative government in terms of racial composition, the migration of City’s Caucasian population to the suburbs has left the city with a substantially lower level of income. Between 1950 and 1990, the number of whites living in the city declined by over 430,000, a decrease of 60 percent. White's leaving accelerated during the 1970s, with some 135,000 residents departing for the suburbs. This can be attributed to the fact that historically, African Americans have had lower net incomes then Caucasian Americans.  This has had adverse affects on  concentration of poverty within the Baltimore City and the City’s school system as well.  Creating a city starved for resources to improve both an educational and economical problem.
