Demonstrating Oral and Written 2nd Language (language other than English) Competency
Scheduling your OPI and/or WPT
Since candidates for this program must be able to teach oral and written language in two languages as well as being knowledgeable in one academic discipline, they must be able to prove their proficiency in oral and written modes for both languages. All candidates in the Program must demonstrate their proficiency in English and the language other than English, which may be their first or second language.
Demonstrating Oral and Written English Language Competency
For admission to the Bilingual/Bicultural Education Licensure program, all candidates must prove their written English proficiency by completing English 110: Introduction to College Writing (5 credits) at UWEC or the equivalent with a minimum of a 2.75.
To prove their oral English skills, candidates must complete CJ 201: Introduction to Interpersonal Communication (3 credits) or CJ 202: Fundamentals of Speech (3 credits) or the equivalent with a minimal of 2.75.
All candidates must likewise pass the Praxis I for admission to School of Education and the Bilingual/Bicultural Education licensure program.
If the candidate is a non-native speaker of English, then she/he must take the ACTFL Oral Proficiency Interview (OPI) and the ACTFL Writing Proficiency Test (WPT) (see below) as well as in their first language.
Demonstrating Oral and Written 2nd Language (language other than English) Competency
All candidates must complete the official ACTFL Oral Proficiency Interview (OPI) and the official ACTFL Writing Proficiency Test (WPT), and obtain a proficiency level of advanced-high or higher according to the ACTFL Speaking/ Writing Proficiency Guidelines in the language other than English (e.g., Spanish, French, Hmong, Somali, Russian, etc), if the ACTFL OPI and WPT are offered in that language.
At this time, official OPIs are offered for: Albanian, Arabic, Cambodian, Cantonese, Croatian, Czech, Dutch, Egyptian, English, Farsi, Flemish, French, German, Greek, Haitian Creole, Hebrew, Hindi, Hmong, Indonesian, Italian, Japanese, Khmer, Korean, Lao, Malay, Mandarin Chinese, Norwegian, Polish, Portuguese, Punjabi, Russian, Serbian, Slovak, Spanish, Swahili, Tagalog, Thai, Ukrainian, Urdu, and Vietnamese. Description of the ACTFL Oral Proficiency Interview (OPI)
“The ACTFL Oral Proficiency Interview (OPI) is a valid and reliable means of assessing how well a person speaks a language. It is a 20-30 minute face-to-face or telephonic interview between a certified ACTFL tester and an examinee. The interview is interactive and continuously adapts to the interests and abilities of the speaker. The speaker’s performance is compared to the criteria outlined in the ACTFL Proficiency Guidelines - Speaking (Revised 1999). Description of the ACTFL Writing Proficiency Test (WPT)
“This is a proctored, standardized test for global assessment of functional writing ability, measuring how well a person writes in a language by comparing the performance of specific writing tasks with the criteria stated in the ACTFL Proficiency Guidelines - Writing (Revised 2001) (Appendix 1).
