Educational Opportunity Center
A full-time professional academic staff position is available as an Outreach Program Manager to serve as Director of
the Educational Opportunity Center. The anticipated
start date is September 2, 2008.
RESPONSIBILITIES:
- The Director of the Educational Opportunity Center (EOC) plans and directs staff activities of the Education Opportunity Center grant program.
- The director develops unit policy, goals and objectives and exercises independent judgment in the course of carrying out responsibilities and ensures that the program goals and objectives are accomplished in accordance with the objectives of the grant.
More specific duties and responsibilities include the following:
- Manage and coordinate overall personnel and budget functions within the Educational Opportunity Center grant.
- Assure compliance with Federal, State, UW System and UW-Eau Claire regulations and reporting requirements by documenting achievement and submitting reports.
- Administer and supervise the day-to-day programmatic, personnel, policy implementation and budget functions.
- Prepare grant proposals and reports and assure compliance with Federal grant reporting requirements.
- Hire, train, supervise, and evaluate grant staff.
- Manage the grant budget, develop budget requests, negotiate with the U.S. Department of Education, allocate funds, and monitor grant expenditures.
- Develop and coordinate a referral network of agencies, programs, businesses and service providers in the 10-county target area to facilitate adult referrals and provide support for EOC program services.
- Direct the annual recruitment and selection of grant participants; develop record-keeping systems to monitor services for grant participants.
- Develop, analyze and evaluate programs to meet client needs and the objectives of the Educational Opportunity Centers Program grant.
- Provide counseling services and information to potential participants and community-based organizations for referral to support the EOC grant objective of increasing access to post-secondary education for low income, first generation college adults.
QUALIFICATIONS:
- The position requires a master’s degree in counseling, education or a related field, and experience working with the target population (low-income and first generation high school, college and non-traditional students/clients).
- A minimum of three years supervisory and grant writing experience by the successful candidate is preferred.
- Experience in designing, implementing and evaluating programmatic services for the target population in educational settings is required.
- Excellent interpersonal communication, oral and written, skills are necessary.
