Agency/Organization: Eau Claire Area School District
Project Description: Professor Janke will provide supervision and suggestions on securing the data and analysis. The project will analyze property taxes in Eau Claire for the period of 1945 to 2005 for a small sample of homes. Using the city guide only a sample of homes occupied by easy to compute salary of professions or occupations such as bus driver, policeman, fireman, nurse, etc would be used. The gross income will then be used to compute the percent which is used to pay the property taxes. Next, the same core sample of homes will be drive by inspected to be reasonable sure no major changes have taken place in the 50 or 60 years and then present day property taxes will be secured. Finally, for the purpose of analysis, it will be assumed that a person of the same occupation or profession still lives in the house. Researching the income of these occupations will allow us to compute what percent of gross income is now being used for property taxes. With this type of analysis it will be possible to give some perspective on whether or not property taxes "have gone through the roof" merely kept pace with inflation.
Skills/Availability requirement: Data collection will involve examination of property tax records which are for 1945 in the university collection, current property taxes are found in the Court House. Projection would also require driving around the city to inspect the core sample of 10 to 15 houses. Additional library or internet research will be needed to secure annual salary of occupations and/or professions involved. While this project would be ideal for students with majors in : Geography, economics, education, or history, just about any student could succeed with the demands of the research.
Time Commitment: 30 hours (full service-learning requirement)

Agency/Organization: St. Croix Underage Drinking Coalition, Somerset
Project Description: St. Croix County Underage Drinking Coalition conducts compliance checks several times throught the school year, as well as during the summer. We are also responsible for not only conducting checks in St. Croix County, but for Pierce County as well this year. It will be the students job to attend both community meetings and training meetings (training will take place in Eau Claire and students only need to attend one community meeting), as well as act as an underage buyer during our compliance checks. The student will learn what the state statutes and regulations are in regards to drinking underage, as well as the consquences to the establishments if they sell to an underage individual. By getting involved with the community and law enforcement they will learn what concerns parents and community members have, as well as those of law enforcement. This project is perfect for Criminal Justice, Sociology, and or Social Work students as it entails close work with law enforcement and different drug and alcohol organizations such as those provided in local schools. Students will be trained volunteers only and will not be acting in the role of a police officer. In some areas tickets will be issued for non-compliance. If an establishment fights the ticket the student may need to testify in court. Then and only than would the students name be released. Otherwise the students are never identified, except by police reports they fill out the night of the compliance checks (these are sent into the State). During training, meetings, and compliance checks students will be supervised by myself, local law enforcement, and a few local community members. During these times students will learn the importance of community policing and interaction between the two.
Skills/Availability requirement: Must be able to attend all trainings and compliance check dates. It is extremely hard to get many law enforcement agencies together at one time and therefore it is vitally important that our volunteers are willing to commit to dates well in advance and keep to those dates. We work closely with our volunteers to choose dates that will work for them, but please keep in mind these are often weekend evenings. We are looking for mostly those students that are under 21 years of age, but we will be needing a few volunteers that are 21-26 for purchase surveys. Please Note: Volunteers are given a breathalizer test at the beginning and end of the compliance checks, which means if an underage buyer has been drinking during the checks they will be held accountable for such. No buyer is allowed to taste the "evidence."
Time Commitment: 15 hours (half requirement) or 30 hours (full requirement)
