Appeals Process

If you feel that a citation was issued in error you may complete a parking appeals form.

  • You have 10 days from the date of the citation to file an appeal. Late appeals will not be heard.
  • Appeals must be submitted by noon on Tuesday, the day before the meeting. Appeals received after that time will not be reviewed until the next meeting.  
  • The Parking Appeals Committee meets every Wednesday (excluding holidays) during the academic year and monthly during the summer break.

Appeals are not granted for the following reasons:

  • Arriving at your car within minutes of the meter expiring
  • Parking only for a short period of time
  • Failure to notice the sign
  • Time constraints-activity took longer than anticipated


The Committee's decision will be emailed to the address provided on the form. If no email address is provided, results will be mailed to the mailing address provided on the form.


The Parking Appeals Committee is an Administrative Committee of the University advisory to the Vice Chancellor of Administration and Finance. The chair is elected by the committee members. The Bursar or Parking Office designee serves as an ex officio, non-voting member and advises the committee on parking appeals issues. Individuals recommended for membership are appointed to the committee by the Vice Chancellor of Administration and Finance and serve at the Vice Chancellor’s pleasure. Student members are recommended for appointment to the committee by the Student Senate or the Residence Hall Association.

Membership of the committee*:
1. One or two faculty (three-year term, two members can alternate meeting attendance).
2. One or two academic staff (three-year term, two members can alternate meeting attendance)
3. One or two classified staff (three-year term, two members can alternate meeting attendance).
4. Up to five students recommended for appointment by the Student Senate.
5. Up to two students recommended for appointment by the Residence Hall Association; recommendation supported by the Student Senate.

1. Hear appeals of parking violations. Reasons for appealing must include reasonable and legitimate causal factors for the committee to consider. Drivers are expected to be responsible citizens, read instructions, signs, manage their time, etc. Reasonableness, enforcement consistency, and documented external factors may be considered. A "prudent person" test should be applied to all appeals being considered.
2. Review appeal documentation, deliberate, and vote on recommended action. Possible Committee recommendations include upholding the violation, accepting the appeal, or adjusting the fine amount.
3. Submit recommendations to the Parking and Transportation Administrator for review and action subject to the final approval of the Vice Chancellor of Administration and Finance. Recommendations must include a brief written explanation of the committee’s reasons for accepting an appeal, or adjusting a fine.
4. Records of committee actions, voting results, and other appeals related documentation will be maintained in the Parking Office.
