If you try to create a new page and the option to create a "Publishing Page" is not available, SharePoint Server Publishing has not been enabled. Here are the steps to use to enable this feature.
- Select Site Actions >> Site Settings
- Under Site Actions, choose Manage site features
- Towards the bottom of this page, find SharePoint Server Publishing
- To its right, select Activate
