Why are the cows and goats decorated in this Alpine

Spring?
Answers:
villagers are celebrating the start of Spring. The
livestock are gradually herded up slope by the old and young (this
was particularly true before World War II) to the highest pasture as the
snow melts.
They are moved down slope when Fall approaches. This
process is called transhumance.
