Policies & Procedures:
The following policies and procedures are in effect to insure that snow and ice is removed from roadways, sidewalks and parking lots in a timely manner. These shall be in effect annually 24 hours per day seven days per week between November 1 and April 1.
Snow will systematically be removed when it reaches a depth of ½” on sidewalks and 1” in parking lots and ice will be removed as is necessary. This rule will be consistently enforced in order for all areas to be properly cleared prior to the multitude of activities during any of the seven days. The only exceptions to the ½” and 1” rule, which will require discussion with the Coordinator of Parking & Transportation Services, are evenings and weekends during Winter and Spring Breaks.
The Coordinator of Parking & Transportation Services shall determine when snow and ice should be removed. Delegated authority from this person will be automatic during the academic year to the following:
- Weekdays (7am - 4pm) - Facilities Management Grounds Supervisor.
- Weekday evenings (4pm - 7am) & Weekends - University Police Duty Officer of the Day.
The Facilities Management Grounds Supervisor will determine the appropriate equipment and personnel to be utilized for snow and ice removal. The Grounds Winter Call List will be used to implement the snow removal process.
Snow Removal Priorities:
- Immediate Priorities:
- Emergency vehicle access (roads on campus, starting with residence halls areas).
- The “hill” roadway, sidewalks and steps, footbridge and Garfield Ave. sidewalks.
- Primary Campus sidewalks and Academic building access (includes handicapped access, curb cuts, ramps and steps).
- Faculty/staff and commuter parking lots - including metered areas.
- Secondary Priorities:
- Secondary campus sidewalks.
- Loading docks.
- Residence hall student parking lots.
- Putnam drive and miscellaneous areas (fire hydrants, gates, etc.).
Continuous or back-to-back snowfalls may require restarting at Priority 1 even if the other areas have not been completed. During holidays when campus is officially closed and a major snow storm occurs only emergency vehicle access roads and the sidewalks of occupied Residence halls shall be cleared. (A major storm is here defined: An accumulation of snow and/or ice that prohibits vehicles and foot traffic in an area)
Procedures for Removing Built-Up Snow in Parking Areas:
- The Coordinator of Parking & Transportation Services and the Grounds Supervisor will determine when and how to clear specific parking areas. This type of clearing will be scheduled to begin as early as midnight.
- Following the decision, a minimum of 48 hours will be allowed to notify owners of vehicles to move them to a specified location. (Free standing signs, window flyers, and/or flyer distribution in residence halls and academic buildings will be made).
- Snow will be pushed or hauled to appropriate areas between midnight and 7:00am. (If resident hall lots are being cleared, work may continue during the day).
- Residence hall and meter areas will be cleared primarily during Winter and spring breaks.
Nighttime Parking:
All University Night Employees and Users of the Library, Haas Fine Arts Center, and Computer Labs should be encouraged to park in the following area between November 1 and April 1.
- Employees working between 10:00pm – 7:00am:
- North Campus – First row of Fine Arts Lot facing the Haas Fine Arts Building.
- Lower Campus – Behind Zorn Arena and Visitor Center Lot.
- Upper Campus – Murray Hall Lot in row facing University Drive.
- Library, Computer Lab, Art, and Music Students who arrive after 10:00pm or who will be in buildings after 1:00am:
- North Campus – First row of Fine Arts Lot facing the Haas Fine Arts Building.
- Lower Campus – Schneider Meter Lot or Visitor Center.
- Upper Campus – Murray Hall Lot in row facing University Drive.
- Students will be encouraged to park in the specific areas by the following marketing methods.
- Spectator articles
- Signs in Computer Labs, Library, and Art and Music Studios.
- University Bulletin article
Because University Drive in front of Bridgman, Oakridge, and Chancellors Halls is a major thoroughfare through the campus, it is necessary to remove snow in a timely manner. With this in mind, signs will be installed prior to students returning from Thanksgiving Break indicating that PARKING IS NOT ALLOWED BETWEEN THE HOURS OF 1:00AM AND 7:00AM---SEVEN (7) DAYS PER WEEK IN THE METERS IN FRONT OF THE ABOVE HALLS. Tickets will be issued for Prohibited Parking. This practice will remain in effect December 1st through March 15th.
These procedures, if followed as outlined, will ensure that snow and ice is removed in a timely manner, thereby maintaining campus access and safety.
