A full-time position is available at the University of Wisconsin-Eau Claire as Director of Human Resources. The official title is Director, Personnel (L54DM), and the position has an anticipated start date of August 1, 2013.


The Director of Human Resources is responsible for the overall leadership and management of the human resource programs, services and policies for the university. The director reports to the Vice Chancellor for Administration and Finance, and collaborates with the Office of Affirmative Action as well as other campus constituent employee groups.

  • Leadership and Management: Develop and implement operating strategies to ensure a service oriented Human Resources organization that supports the academic and administrative functions of the university. Oversee administration of core functions and services within the Office of Human Resources, including the following: unclassified, university staff, and student employment; payroll and benefits administration; employee and labor relations; employee and supervisor training; employee assistance programs; and the PeopleSoft HRS System.
  • Policy and Procedures: Develop and implement policies and procedures that meet the human resource needs of the university and support the recruitment and retention of all employees. Establish a comprehensive and strategic approach to the development of human resource policies including ongoing communications to employees and supervisors.
  • Employment and Labor Relations: Assure guidance and support is also provided to employees and their representative groups in a manner that minimizes conflicts in the work place and promotes communication and enhanced performance.
  • Inclusive Excellence and Campus Collaboration: Work in close collaboration with the Office of Affirmative Action and university divisions, colleges, departments, and offices to develop strategies, programs, and policies that create and support an inclusive and diverse work environment.
  • HR Information Technology: Provide leadership for ongoing Human Resources System upgrading and applying mandated changes. Collaborate with UW System-wide technology planning for the human resources, payroll, benefits, and talent acquisition system. Develop and utilize the HRS system to assist in providing information that will enhance decision-making throughout the university. Optimize the use of technology for university business processes and management resources. Serve as the Data Custodian for all university personnel data.
  • Financial Management: Manage the finances of an annual operating budget of one million dollars ($1,000,000.00) for the Office of Human Resources.
  • Compliance: Maintain knowledge of federal and state employment laws as well as UW System personnel policies and institutional reporting requirements.



  • A Bachelor's degree from a regionally-accredited institution of higher education is required.
  • Human resources management experience is required.


The most qualified candidates will also have:

  • Educational background in human resources or related field.
  • Progressively responsible human resources experience.
  • Human resources leadership experience in a large, complex organization.
  • Human resources experience within a higher education setting.
  • Working knowledge and ability to interpret and apply federal and state laws and regulations.
  • Knowledge of human resources information systems, web technology, and data base applications.
  • A collaborative, team oriented style and the ability to develop solid collaborative relationships with a diverse group of campus constituents including faculty, staff, and students.
  • Excellent interpersonal communications skills including listening, speaking and writing. Strong presentation skills and the ability to interact with a broad range of people.
  • The ability to build trust and consensus with university constituents including faculty, staff, students, represented employees, and shared governance groups.
  • Proven exceptional judgment, mature leadership style, and commitment to the University's vision.
  • Proven experience in and personal commitment to equity, diversity, and inclusiveness among faculty, staff, and students.
  • Proven record of personal integrity and ethical management.
