Position Description: Vice Chancellor
for Administration, Finance and Facilities

The University of Wisconsin-Eau Claire invites applications and nominations for the position of Vice Chancellor for Administration, Finance and Facilities. The ideal candidate will be an innovative problem solver with a demonstrated ability to work collegially and collaboratively within the university and the community. The anticipated start date is January 2009 (negotiable).

The Vice Chancellor provides leadership in the areas of administration, finance, and facilities which includes: Business Services, Facilities Management, Facilities Planning, Financial Aid, Human Resources, Institutional Research, Internal Audit, Loss Prevention and Safety, Parking Services, and University Police.  The Vice Chancellor oversees the university's budget and is the chief business officer, a key liaison with the University of Wisconsin System and Board of Regents, and the chief personnel authority for classified employees. The Vice Chancellor reports to the Chancellor and serves on the Chancellor's executive staff.

UW-Eau Claire recently adopted its Centennial Plan, a strategic vision for our campus. The Vice Chancellor will help implement a streamlined and transparent budget process to support our strategic plan, and will play a leadership role in physical resource planning.  The Vice Chancellor also will help lead the university through the completion of a new student center, a new academic building, a new childcare center, and planned building renovations.

Responsibilities/ Position Description:

The Vice Chancellor for Administration, Finance and Facilities reports to and works in consultation with the Chancellor and serves on the Chancellor's executive staff.  The Vice Chancellor oversees the university's budget, acts as a key liaison with the University of Wisconsin System, and provides leadership for units within the Division of Administration, Facilities and Finance.

Responsibilities:

  • Provide operational direction and coordination for the following units:
    • Business Services
    • Facilities Management
    • Facilities Planning
    • Financial Aid
    • Human Resources
    • Institutional Research
    • Internal Audit
    • Loss Prevention and Safety
    • Parking Services
    • University Police


  • Advise the Chancellor and others in division matters, including financial management, budget administration, community issues, legislative and media relations, safety and security, and state and national policy issues.
  • Develop the university budget (with the Director of Business Services), including budget requests to entities such as UW-System, state and federal government, and private sources.
  • Represent the university, as requested, in university, UW-System, and state committees, including faculty/staff and student governance organizations, media and community relations, and safety and security.
  • Provide support for long-range and strategic planning, including analysis of campus resource requirements.
  • Evaluate, sign, and serve as agent for university contracts.
  • Serve as chief personnel authority for Classified employees.
  • Communicate effectively with students, employees, and other stakeholders.
  • Foster an inclusive university community and promote equity for students and employees.
  • Promote collaboration and innovation within the Division and across campus.
  • Support the goals of the university's mission, vision, and strategic plan.
  • Perform other duties as assigned by the Chancellor.

 

Position Qualifications:

  1. Advanced degree required.
  2. Record of success as an administrator in positions with increasing responsibility, relevant to the needs of the position.
  3. Experience with budget and planning, financial operations, personnel matters, and physical resource management in a complex organization; experience with capital budgets may be considered an asset.
  4. Strong record of personnel supervision; experience with represented employees and public employee relations agencies may be considered an asset.
  5. Ability to foster a diverse working and learning environment.
  6. Interest and ability to collaborate in a student-centered environment and to support student success.
  7. Excellent interpersonal, communication, and team-building skills.
